10K VALENCIA IBERCAJA 2020 REGULATIONS

Art.1.- El The C. Atletismo 10K VALENCIA organizes the XII edition of the 10K VALENCIA IBERCAJA. It will be held in the city of Valencia on Sunday January 12, 2020 on a 100% urban asphalt circuit.

Art.2.- The race is 10,000 meters long it is urban and must be done on foot. Everybody is allowed to participate in the race, either federated or not. Foreign athletes can also participate as long as they fulfil the RFEA and IAAF regulation, provided that they are 18 years old on the day of the race and that they are in possession of the Federative License. The circuit, urban and on asphalt, is homologated by the RFEA/AIMS. All the kilometric points are indicated with a signalling panel. The race is included in the national calendar within the international category.

IMPORTANT INFORMATION:
This event belongs to the Calendario Oficial de la Real Federación Española de Atletismo (Official Calendar of the Royal Spanish Athletics Federation) and through its registration the runner expressly consents to his basic data being ceded to this entity for the processing, with the insurance company, with the compulsory accident insurance and Civil Liability as well as the management of the day license and public ranking of the route’s trials. In any case, and as established by the Data Protection Act, the interested party may exercise their rights of access, rectification, cancellation and opposition in the future by writing or e-mail to the Real Federación Española de Atletismo (Royal Spanish Athletics Federation). Art.3.- The start will be on Sunday the 12th of January from the Paseo de la Alameda in Valencia. The organisation will communicate the starting time of the event well in advance. The maximum duration of the race will be of 1 hour 40 min (100 minutes). The Organization will enable 5 different exits, 4 minutes apart from one another, the first of them being that of disabled and visually impaired athletes.

Each runner will go to the corresponding box depending on the estimated time to finish the race, in an attempt to ensure smooth running during the race and to allow all the participants to run comfortably. We appeal to the goodwill of the participants when deciding their forecast time, in order to benefit everybody.

The runner who, in ‘Solutions’ of the “Feria del Corredor” (Running Fair), requests a change of box, must provide a printed document with the accreditation of his best time for the 2018-19 season and it must be for a homologated distance. The change will be made as long as the capacity of the box allows it, and will cost €1.

Art.4.- C. Atletismo 10K VALENCIA is a holder of an Accident and Third Party Insurance Policy which covers all the participants. The policy will not cover any accident related to an already existing illness or those produced by recklessness, negligence or failure to comply with the regulations, etc. Accidents that occur on the way to the location where the race takes place or from it are not covered either.

Art.5.-  REGISTRATIONS

PROMOTIONAL REGISTRATIONS (only for the PREMIUM entry with t-shirt):

1.- “CHALLENGE COMPLETED” PROMOTION:

for participants who in the 2019 edition improved their timing in ralation to the 2018 edition:

Premium registration with t-shirt: €8 (day license RFEA €3 not included) starting on 12th June 2019 at 10:00h until 12th July 2019 at 23:59h

2.- PROMO GLOBAL RUNNING DAY/15K NOCTURNA VALENCIA:

: for participants in the Global Running Day (https://www.valenciaciudaddelrunning.com/events/global-running-day-2019-valencia/) and for those who come to the stand of 10K Valencia Ibercaja at the Feria del Corredor (Runner’s Fair) of the 15K Nocturna (http://15knocturnavalencia.com) and leave their data in our tablets.

Premium registration with t-shirt: €8 (day license RFEA €3 not included) from the 12th June at 10:00h until the 12th July (23:59).

 GENERAL REGISTRATIONS

General registrations for the 10K Valencia Ibercaja 2020 will begin on Saturday 13th July 2019 at 10:00h. It can be done through the following platforms www.10kvalencia.com y www.sportmaniacs.com

For this 12th edition, the Organization offers TWO TYPES OF REGISTRATION:

PREMIUM INSCRIPTION WITH New Balance T-SHIRT:

Includes all the usual services of the test. Among others: individual insurance, dorsal chip, runner’s fair, massages, wardrobe, start boxes by waves, refreshments, musical entertainment, prizes and trophies, race results, bike park, Team Village for collaborating clubs, runner’s bag with promotional gifts from our collaborators and OFFICIAL T-SHIRT. This inscription will have a limit of 10.000 bibs.

– From the 13th July (10:00h) to the 9th December (23:59h): €11 (day license RFEA €3 not included)
– From the 10th December to the 31st December (23:59h): €15 (day license RFEA €3 not included)

LOW COST REGISTRATION WITHOUT T-SHIRT:

: Includes exactly the same services as the previous registration, except for the OFFICIAL NEW BALANCE T-SHIRT

– From the 13th July (10:00h) to the 9th December (23:59h): €6 (day license RFEA €3 not included).
– From the 10th December to the 31st December (23:59h): €9 (day license RFEA €3 not included).

LATE REGISTRATION → From 1st January 2020 to 7th January 2020 (23:59h)

– PREMIUM REGISTRATION WITH T SHIRT (if available): €20 (day license RFEA €3 not included)
– LOW COST REGISTRATION WITHOUT T SHIRT: €12 (day license RFEA €3 not included)

CHARITABLE DONATION:

The different registration formats will have the possibility of making a CHARITABLE DONATION with a €3 increase on the price, the amount that the Organization will donate, on behalf of all participants who opt for this option, to the Pedro Cavadas Foundation.

The registration fee is non-refundable. However, the Organization will provide a data changes service at the Feria del Corredor (Runner’s Fair) with an extra cost of €3. If the change only refers to the name of the club the cost will be of €1.

Art.6.- The Organisation plans to establish 4 independent classifications according to the following categories:

CATEGORIES

General (male and female)

Ages under 39.

MASTER 40 (male and female)

ages 40 to 49, even if the birthday is on the day of the race

MASTER 50 (male and female)

ages 50 to 59, even if the birthday is on the day of the race

MASTER 60 (male and female)

Ages above 60, even if the birthday is on the day of the race

In addition, the following categories for WHEELCHAIR ATHLETES*

– Athletes in an authorised athletic wheelchair.

– Athletes with an authorised hand bike (unsuitable for competition).

– Athletes in another type of wheelchair (unsuitable for competition)..

*Athletes in wheelchairs, hand bikes or similar are not allowed to overtake at any time the Local Police vehicle opening the way for the race.

. If they do, they will be disqualified from the race. Those failing to observe this rule and running in front of the Local Police vehicle opening the way for the race, will do so at their own risk and will thus be excluded from the trial’s insurance policy coverage.

LARGEST TEAMS CLASSIFICATION: The 3 largest teams will receive a commemorative trophy.

TEAMS CLASSIFICATION (based on time)The first 3 of the ranking will receive a commemorative trophy. In order to determine the classification, the 10 best times of each team, federated or not, will be computed, regardless of athletes’ gender.

MINIMALIST CLASSIFICATION*:TBoth in female and male categories, the first 3 of each category will receive a trophy and a small gift from KUNON. Participants in this category must sign up at the same moment they register for the race.

* Minimalist footwear is the one with no heel-to-toe drop and a maximum separation of the foot from the ground of 12 millimetres.

MEDIA CLASSIFICATION: Both in the female and male categories, the first 3 of each category will obtain a trophy. Those interested in participating in this Classification should go to ‘Solutions’ at the Runner’s Fair, once they have picked up their bib and sign up in situ.

CASH PRIZES

Both for the female and the male general classifications, there will be cash prizes for the first 5 places. The amounts will be given as follows:

NOTICE:
The organisation will require the full restitution of any athlete’s financial prizes if the IAAF cancels their sporting results due to a doping sanction in the specific controls of the race, or even later due to an anomaly in the Athlete Biological Passport, regardless of whether the athlete has not tested positive in the specific anti-doping controls of the race. Any athlete, or failing that IAAF Manager, who accepts an economic prize in the 10K Valencia Ibercaja automatically assumes this condition to ensure equal opportunities, cleanliness and wellness in athletics.

Art.7.- Any person who wishes to participate may do so, regardless of condition, sex or nationality, in accordance with the limitations established in the FACV and RFEA Regulations for the autonomous geographical area competitions, also participants must be 18 years old on the day of the competition.

Art.8.- Time control and rankings:
 The race is controlled by the F.A.C.V. Judges Committee. There will be time controls along the route. Only those participants who carry out the race with the chip provided by the Organization, placed on the back of the dorsal, will appear in the ranking, obliging the runner to check the proper functioning of his chip at the corresponding stand at the Runner’s Fair.

Art.9.- Infractions and disqualifications:
 
9.1 The bibs/chip delivered by the Organization are personal and non-transferable, and must be placed on the chest without manipulation or folding. The control chip is also personal and non-transferable. Failure to comply with this article will result in disqualification.

Runners who are not registered or run without dorsal, will not be admitted by the Organization preventing them from having access to the race in defence of the rights of those who are properly registered.

Also, access to unauthorized vehicles will not be allowed. For the safety of the runners, the Judges of the Race and the Organization reserve the right to disqualify the offender who, once verified any irregularity by any other runner, does not have his number visible, manipulates it and/or gives it to another person/runner, alters the data provided to the Organisation or to the Referee Judge with respect to what appears on his ID card or federative card, does not complete the entire route, shows a poor physical condition, does not provide the Organisation with the documentation required or does not comply with any other rule contemplated in the FACV, RFEA and IAAF Rules.

For legal and sporting reasons, but above all for safety reasons, the bib cannot be sold or given to another runner. Given the risk that is suffered by those who wear a bib without the knowledge of the organization and the distortion that occurs in the classifications, the data of the person who gives or sells the bib will be recorded, preventing their registration in following years, and informing other marathon organizations, half marathons and 10K. In the case of athletes federated to the Real Federación Española de Atletismo (Royal Spanish Athletics Federation – RFEA) and the la Federación de Atletismo de la Comunidad Valenciana (Athletics Federation of the Valencian Community), these federations will also be informed of their conduct in order to take, if appropriate, the corresponding measures.

The organisation reserves the right to prevent future registrations and to inform other races of the behaviour of those athletes who have been disqualified for not having fully completed the 10 kilometre route.

It will be obligatory for the federated athletes to compete with the clothing of their corresponding club, they are liable to be penalised otherwise.
Disqualified runners will have no access to prizes and trophie.

9.2 . It is not allowed (in accordance with RIA’s Article 144) to run accompanied by people who are not participating in the race, regardless if they are walking or in some kind of vehicle, to carry children or push strollers, just as it is not allowed to run with animals, trolleys, etc. This prohibition applies to the whole race and most especially to the finish line, being the failure to comply with it a reason for potential disqualification by the arbitrator.

9.3 Given the serious damage that this would cause to the Organization and the other runners of the race, in case of access to the race in violation of the conditions of access established or to commit any irregularity, the Organization reserves the right to take appropriate action, in accordance with applicable law. In this regard, civil, criminal or administrative actions will be taken to hold the offender liable.

Among the irregularities that will give rise to such actions are (i) not being registered in the race and, therefore, not having a dorsal/chip to participate in the race; (ii) running with the dorsal/chip of a third party (without having made the change of ownership or wearing it hidden); (iii) running with a dorsal/chip that does not correspond to that of the race; (iv) running with a falsified dorsal/chip (document photocopied or imitating the dorsal). This enumeration is made by way of example and not limitation, and there may be other irregularities that give rise to the initiation of legal actions by the Organization.

Both sides, that is, those who commit such irregularities and those who collaborate with them so that they can carry them out, will be identified as “offending runners”.

Those runners who are identified as “offending runners” by the Organization on the day of the race, will be set apart, identified and expelled by the security personnel of the race, who will in the exercise of their powers, obtain the necessary identification data, photographs, etc., which will be used for the purpose of taking the legal action.

In case of knowledge of the infraction rises after the race has taken place, the appropriate actions will be initiated at the time when the infraction is known.

The “offending runners” will receive the notifications and/or locations of the procedures in which their possible responsibilities will be judged, so that they may be part of them.

Art.10.- The circuit will be clearly marked by the organisation. There will be a refreshment point at Kilometre 5, plus a special one after the finish line. In addition, there will be a chip control through timing mats in all kilometre points.

Art.11.- The medical services and ambulances, coordinated by the 10K VALENCIA IBERCAJA 2020 medical team, will be located in the Start/Finish area, as well as at Kilometre 5, next to the refreshment point; and at the end of the race, next to the sweeper bus. Any runner with medical conditions (allergies, special care requirements, etc.) must mention it on the back side of the race bib or in the “observations” section during the registration process. The runner can also inform the Organisation at the customer support desk both at the Runner’s Fair and at the start line minutes before the race starts.

Art.12.- The only vehicles allowed to follow the race will be the ones officially designated by the organisation and displaying identification.

Art.13.- During the race the bib-chip must be clearly displayed on the chest area without folding. Failure to comply with this article will lead to disqualification.

Art.14.- Handing over of bibs-chip and runner’s bag:
 
The runner’s bibs, T-shirts and bags will be handed out at the FERIA DEL CORREDOR, RUNNER’S FAIR), on Friday 10/01/2020 and Saturday 11/01/2020 at a location yet to be determined, which will be informed by the organisation well in advance.

IMPORTANT:

The organisation will hand out the bibs-chip and t-shirts (in case of having purchased the PREMIUM WITH T-SHIRT entry) -but not the runner’s bag- on the day of the race, Sunday 12/01/2020, next to the GUARDARROPA tents (cloakroom) from 7:45 AM to 8:30 AM, that is to say, up to 60 minutes before the start of the race (only for the runners who come from outside Valencia + metropolitan area and can document it). From that time onwards, the handing out area for the bibs will be closed and therefore it will be impossible to pick up the remaining ones.

In order to pick up another runner’s bib-chip , it is mandatory to submit a copy of his/her ID or supporting document (driving license, passport) and the registration proof. An image of any of the aforementioned documents can be displayed on a smartphone or a tablet.

As mentioned previously, there will be 10 timing controls along the circuit, 1 every kilometre. Only the participants running with the bib-chip supplied by the Organisation will be featured in the classification, since the runner’s own chip cannot be used. Runners will be able to verify the proper functioning of their bib-chip at the stand which the Organisation will set up for that purpose at the Feria del Corredor (Runner’s Fair).

Art.15.- The Organisation reserves the right to designate bonus sprint points at any time, always with more than two days’ notice, and undertakes to notify all participants of their location and the exact mileage point.

Art.16.- Disqualifications:

a) a) The medical service of the competition and the referees are entitled to withdraw during the race any athlete who displays a poor physical condition.

b) b) Any athlete not completing the entire circuit.

c) c) Any athlete not wearing the bib-chip clearly displayed or folding it.

d) d) Any athlete exhibiting unsportsmanlike behaviour or reiterating protests to the Organisation irrespective of Article 8 of the Regulations.

Art.17.- Any complaints must be orally made to the trial’s Arbitrator, within 30 minutes of officially announcing the results. If he rejects them, a written claim can be submitted accompanied by a €100 deposit. If there is no Appeals Jury, the Arbitrator’s decision is binding.

Art.18.- Upon starting the Race, all participants accept the present Regulations, and in case of doubt or if any situation not provided for arises, the Organising Committee will govern.

Art.19.- The already paid entries, as well as the bibs, are personal and non-transferable, and must be displayed on the chest without alteration or folding. The amount paid for the entry is not refundable nor transferable. The Organisation will not admit runners without a valid registration or participating without a bib, and will prevent them from accessing the race in defence of the rights of those correctly registered. Moreover, the access of “unauthorised” vehicles will not be allowed, in order to ensure the runners’ safety.

Once any runner’s irregularity has been confirmed, the trial’s Judges and the Organisation reserve the right to disqualify the offender not clearly displaying his bib, manipulating it and/or giving it to another runner, altering the data provided to the Organisation or to the Arbitrator regarding what appears on his ID or federative card, not completing the entire circuit, showing signs of poor physical condition, not providing the documentation required by the Organisation, failing to comply with any other rule referred to in the FACV, RFEA and IAAF Regulations.

Art.20.- The participants give consent to Mutualidad General de Previsión del Hogar Divina Pastora Seguros, Mutualidad de Previsión Social a Prima fija (hereinafter referred to as Divina Pastora Seguros) to the processing of the personal data accessed as a result of the registration in the sporting event for the purpose of sending business and advertising information of the products, services, offers and news, as well as for the purchasing of products and services, expressly authorising the transmission of their data to third-party companies from Grupo Divina Pastora (Divina Pastora Seguros Generales, S.A.U. – insurance activities- and Fundación Divina Pastora -welfare foundation-), for the aforementioned purposes, consenting that the aforementioned communications can be performed by any means of postal mail, telephone, SMS, e-mail, instant messaging or another equivalent electronic means of communication, in compliance with Article 21 of the LSSICE (Law of Information Society Services and Electronic Commerce).

Moreover, the participants authorise Divina Pastora Seguros to take pictures or record videos of the sporting event, consenting that their first and last names, as well as their image, including the voice, can be publicised in any means (press, television, internet, newsletters, or any other commercial-promotional act), without it constituting a right to receive any financial compensation.

You have the right to access, rectify, suppression and oppose, under the terms and conditions set by the existing legislation, by writing to any of the aforementioned addresses.

FINAL CONSIDERATIONS:

All matters not provided for in these Regulations will be governed by the FACV, RFEA and IAAF General Competition Rules for the 2019-20 season.
